MinimumSizeOfConnectSleeEvent's value when unset is being logged as being 0 instead of 1024

One would expect a program to log the default value of a parameter when the program is using this value as the parameter is undefined in its configuration file. However, the minimumSizeOfConnectSleeEvent's default value is 1024, but when the SLEE starts up, it is logging the value of the configured parameter, irrespective of if this parameter is defined or not, hence it is logging a value of 0 whereas ACS picks the default of 1024.
