Problems with Web SadtConsole Client - Error 404--Not Found (Doc ID 1985866.1)

In the Address field of a web browser, when we type the login URL (for example, http://<BEA_HOST>:<BEA_PORT>/<ENV_ID>/sadtConsole), we receive following error messages:

Error 404--Not Found
From RFC 2068 Hypertext Transfer Protocol -- HTTP/1.1:
404 Not Found

The server has not found anything matching the Requested-URI. No indication is given of whether the condition is temporary or permanent.

This issue is not occurring with the WebLogic default admin user. It is only happening to a user that is in ‘Cartridge_Management_WebService’ group, which we would like to use to deploy cartridges.
