Symptoms
If offline messages are disabled and a user tries sending a message to a contact who is unavailable, server should send a 'service-unavailable' error back to the same sender.
However, our server sends the error message, but sends it to the most available resource of the sender. Also, the description text of the error message has a typo - "Service is unavailable".
