Symptoms

Issue:

Cycle fees are not applying when product cycle_start_t is less than the current date, when purchased backdated with offset.

steps to reproduce:

1) Create a charge offer/product with some credit balance impact.
2) Purchase this product /create account using this product by giving offset values under PIN_FLD_DEAL_INFO array, other than zero .
3) Check whether balance impact which is configured in product is present or not. Expected is that it should apply while it does not.
