Symptoms

Issue in VCP 12.1.3.8
Application: PS Launch

When attempting to launch PS plan the following error occurs.

ERROR
-----------------------
Exception caught: Failed to save model to database: /appsPROD59/inst/apps/PROD59_gdcpxvcap01/logs/appl/conc/12021/refresh/target/EbiPSModel.xml.gz (No such file or directory)


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Create a PS plan with ASCP plan reference
2. Launch PS plan & verify that it ends with the mentioned error

BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users Cannot run PS-246 plan & go live date is next Monday March 3rd. Cannot complete final testing this week.
