FN_MGMT_REPORTING_TRM Procedure Not Populating Credit / Negative Balances to the FCT_MGMT_REPORTING Table (Doc ID 1987442.1)

On PFTBI / EFPA 6.1.1, after running the fn_mgmt_reporting_trm to populate the FCT_MGMT_REPORTING table, some records where the GL Accounts (Operating Expenses) that have a Credit balance. i.e. have set a GL Account (800001 - Allocations Out) that holds the credit entries from a Profitability Allocation run for Operating Expenses are missing. Whereas all GL Accounts with a Debit balance from the allocation effect appear normally in the FCT_MGMT_REPORTING table, these rows are not populated at all (in other words we only see the 'one side entries' of the Profitability allocations). This GL Account exists in the DIM_GL_ACCOUNT table. This GL Account is related to FE 457. All other positive balance GL Accounts related to this FE 457 (Non Interest Expenses) are populating FCT_MGMT_REPORTING table correctly.

FCT_MGMT_REPORTING table is not being populated with the Credit  / Negative Balances.

Expect all LEDGER_STAT income statement balances to transfer to the FCT_MGMT_REPORTING table regardless if the are greater than 0.

The issue can be reproduced at will with the following steps:
1. Run the fn_mgmt_reporting_trm function to populate the FCT_MGMT_REPORTING table
