XML Import and XML Export Jobs Run Under the P6 (Web) JVM After Turning Services Off Under the Configuration Utilized by P6 (Doc ID 1988186.1)

When services are turned off under the P6 configuration:

Symptom #1:

Importing an XML file from P6 (web) as well as Importing an XML file from P6 Professional still utilizes the JVM hosting P6 instead of using the JVM running p6services.jar where services is configured to run.  Why does this occur?

Note: starting with P6 EPPM r8.4, running the XML Import from P6 Professional executes the job as a p6 service.

Symptom #2:

Exporting a P6 project to XML from P6 (web) as well as exporting an XML file from P6 Professional utilize the JVM hosting P6 when services is turned off. 

Note: export to XML runs as a P6 service starting with r15.2
