SPP Does Not Honor the Create Supply Flag Set in Organizational Item Attributes (Doc ID 1988526.1)

Symptoms

On a 12.2.5 Instance in Service Parts Planning (SPP):

SPP does not create planned order based on 'create supply' attribute.
End Item substitution is not working either.

The user want to maintain supersession chain specific to warehouse
e.g.
--need to create planned order for 'Item B' instead of 'Item C' in M2 warehouse.
M1:: A->B->C
M2:: A->B

the user is trying to make this work by
(1) 'Marking Item C as 'Not planned' in M2 warehouse'
(2) Disabling 'Create supply' check box in M2 warehouse

Navigation: Inventory -> Items -> Item Relationships

Test Case 01:
A -> B superseded
B -> C superseded
In M1: Items A, B, C = Create supply = Checked
In M2: Items A, B = Create supply = Checked, Item C = Create supply = unchecked
Sales orders on Items A and C

Test Case 02:
A -> B superseded
B -> C superseded
In M1: Items A, B, C = Create supply = Checked
In M2: Item B has Create supply = Checked, Items A and C = Create supply = unchecked
Sales orders on Items A and C

Test Case 03:
A-> B <-> C
In M2, item C- create supply unchecked

Test Case 04:
A -> B -> C – B (B is substitute of C)
In M2, item C- create supply unchecked

None of the test cases above yield the desired result.

Summary: Since users are not able to maintain item relationships at the Organization level, if Oracle could provide a workaround to the user by using the item attribute 'create supply' then the user could uncheck this box so that a warehouse planned order will not get generated.
Whereas it will get generated to the required warehouse if this check box is enabled.  Further comment, this item cannot be set to 'not planned' because demand history needs to be available for Demantra nor will it be collected to VCP, which is unacceptable.

EXPECTED BEHAVIOR

Expect SPP to create planned order based on 'create supply' attribute and to use End Item substitution.
