VWS Does Sometimes not Responds to Wallet Information Request

On OCNCC, it appears that in some cases the Voucher and Wallet Server (VWS) does not respond to Wallet Information Request (WIR), this is seen as a time out from the beClient perspective.

Error on the SLC :

BeClient: [ID 675952 user.error] BeClient(5913)   ERROR: In last 10 seconds 1 message sent to primary BE 1 timed out.
