VWS Does Sometimes not Responds to Wallet Information Request

On OCNCC 184.108.40.206, it appears that in some cases the Voucher and Wallet Server (VWS) does not respond to Wallet Information Request (WIR), this is seen as a time out from the beClient perspective.
