Secure PI Ports/Processes Fail to Start

Symptoms
In Oracle Network Charging and Control (NCC) 5.0.2 only, when trying to use secure Provisioning Interface (PI) ports, the PIprocesses which service those secure ports fail to start and the following alarms are logged to PImanager.log:
Mar 10 12:33:51.291515 PIprocess:4001(6405) ERROR: Unable to create SSL context
Mar 10 12:33:51.291804 PIprocess:4001(6405) CRITICAL: Problems initialising SSL - cannot continue
Mar 10 12:33:55.101923 PImanager(4123) CRITICAL: PIprocess for port 4001 is dead
Mar 10 12:33:51.291804 PIprocess:4001(6405) CRITICAL: Problems initialising SSL - cannot continue
Mar 10 12:33:55.101923 PImanager(4123) CRITICAL: PIprocess for port 4001 is dead
The PImanager detects the PIprocess is dead and tries to restart it resulting in the aforementioned errors being logged continuously.
