Linked Activities Considered As Separate Activities Using Drip Mode/Drip Horizon (Doc ID 1989956.1)

Goal

A crew shift was created with:
  Drip Mode: Standard
  Drip Horizon: 2

One regular activity and 2 linked activities were created and assigned to this shift. However, only one of the linked activities was transitioned to Queued-For-Dispatch. The other stayed in Being Scheduled state.

Status of activities on Shift:
  Activity 1 - Queued-For-Dispatch
  Activity 2 (linked) - Queued-For-Dispatch
  Activity 3 (linked) - Being Scheduled

The crew shift was started on the device and only Activity 1 and Activity 2 were dispatched.
As soon as Activity 1 was completed, Activity 3 transitioned to Queued-For-Dispatch and after some time got dispatched on the Device.

How should Linked activities be dispatched?
If activities are linked, should both get dispatched at the same time?
