ASCP Horizontal Plan Errors ORA-06502 When Running A 10 year (120 Period Aggregation) or more plan (Doc ID 1990460.1)

Users are on 12.1.3 and have applied VCP Patch 14247039

When attempting to open the horizontal plan its showing error

Error populating horizontal plan dates: ORA-06502: PL.SQL:
numeric or value error.

Please note user is running 0 day/0 week/120 period plan. Calendars are well beyond the plan horizon. Support reproduced this problem in internal instance by just running an ASCP plan for 120 periods. The plan is successful and we can access the base workbench without problem. The problem is only when trying to open the horizontal plan

Customer requires 120 period bucket to view general 10 year plan with upper management.  Currently a 4 or 5 year plan horizon does not seem to have this problem

The issue can be reproduced at will with the following steps:
1. Responsibility : Advanced supply chain planning
2. Navigation : Supply chain planning > Workbench > open horizontal plan
3. error in opening horziontal plan
4. The plan is for 120 periods, no days/no weeks
