Symptoms

On :  7.5.0.6.0 version, Rerating/Rebilling

When creating a subscriber, the user has a customization to automatically create a subscription-level balance monitor group including all the member services of the subscription.
When running rerating, it fails to back out the monitor update events generated when the subscriber was created.

STEPS

Rerating is failing in various scenarios.

The scenario corresponding to the above logs is the following:
 1. On Jan 28th, create a subscriber with the "XXXXX 1GB" plan
 2. On Jan 29th, bill the subscriber
 3. On Feb 23rd, change the phone number of the subscriber
 4. On Feb 23rd, perform a real-time data usage consuming some non-currency resource granted by the "XXXXX 1GB" plan
 5. On Feb 23rd, perform a real-time data usage consuming some non-currency resource granted by the "XXXXX 1GB" plan
 6. On Feb 23rd, perform a real-time data usage depleting the non-currency resource granted by the "XXXXX 1GB" plan and charging some overage.
 7. On Feb 23rd, perform a plan transition to the "XXXXX 250MB" plan
 8. On Feb 23rd, perform a real-time data usage consuming some non-currency resource granted by the "XXXXX 250MB" plan
 9. On Feb 23rd, run rerating
