Unable to login to OFSAAI When SSO Is Enabled (Doc ID 1991964.1)

Symptoms

On : 7.3.3.0.0 version, Administration_OFSS

When attempting to Login to OFSAAI after enabling SSO,
the following error occurs.

ERROR
-----------------------
[17174] User does not exist in the OFSAAI application. Please contact your System Administrator


STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Login with SYSADMN & Enable SSO from System Configuration --> Configuration
2. Try to login with a valid SSO User


BUSINESS IMPACT
-----------------------
The issue has the following business impact:
Due to this issue, users cannot cannot login with SSO Credentials.
