Unable To Push Command In Read Only Mode with CTM to Cisco IOSXR Device (Doc ID 1993803.1)

Symptoms

 Customer is trying to update a CTM to add the last command line (edit prefix-set Static_Routes inline add 10.130.90.160/29), which can only be sent to the Cisco IOSXR device in read only mode.

 When configuring this CTM template in IPSA, it fails with the following error:

20150122-111110|643|ERROR|Thread-14|10.12.10.124|||proxy_np|pip-lh|Caught IO exception
java.io.IOException: Error communicating with the device (read has timed out after 10 seconds). Rollback will not be attempted.
