OSM Admin Server Out Of Memory For PermGen Space (Doc ID 1993985.1)

Symptoms

OSM release 7.0.3.12
WLS 10.3.3.0

OSM Admin Server shows out of memory error: java.lang.OutOfMemoryError: PermGen space.
Due to this error it is not possible to monitor the managed servers which are showing as not reachable from Admin console.
All the managed servers are processing orders normally. However, the restart of admin Server did not resolve the issue.
