Smart Issue Hangs on Executing Status But Does Not Report any Errors

Formulation smart issue requests to replace material specs remain in an executing state. Although there seems to be an issue, the stack traces and remoting container logs do not show any issues with the request. The smart issue service is enabled, and appears to be running. Restarting the remoting container does not change the the "Executing" status of the smart issue request.
The smart issue request never changes once appears in executing status. Tests were performed where customer waited a week. Also, manually changing the status to "Failed" in the database and attempting a second time produces the same results.
STEPS TO REPRODUCE
1. Navigate to Applications > GSM > Change Management > Smart Issue
2. The smart issue request remains in the Executing status and never changes.
