ImportExportPricing Utility Not Able To Import Pricing Data

Symptoms
On : PDC 11.1.0.6.0 version, Import Export Utility
Goal is to replicate data between PDC systems, so followed the steps provided in PDC documentation.
As a last step loaded pricing data in target instance like below:-

Import all the pricing components from the export_pricing.xml file into the destination PDC database by running the following command:
ImportExportPricing -import -pricing PDC_PRICE_20_02_2015_pricing.xml

Observed below error:
STEPS:
The issue can be reproduced at will with the following steps:
1. Follow the steps provided in https://docs.oracle.com/cd/E22185_01/doc.111/e22186/usr_trans_data_btw_pdc_ins.htm#PDCUG384
2. Run command - ImportExportPricing -import -pricing -wo PDC_PRICE_20_02_2015_pricing.xml
