When comparing activity dates and durations in P6 8.3 vs P6 7.0, dates on some activities appear to be different.

Expect dates and durations to match in different versions.

The issue can be reproduced at will with the following steps:
1. Open project in P6 8.3.
2. Observe dates are different when compared to P6 7.0.

The issue has the following business impact:
Due to this issue, users cannot compare activity dates with different versions of P6.
