User not Able to Upload Click Add Button in Attachment Tab (Doc ID 1994802.1)

Symptoms

User clicks the Add button under Attachment tab, the cursor wheel spins for a few seconds and nothing happens.

The issue can be reproduced at will with the following steps:
1. Logon WebClient as the specific user
2. Open any object and click Add button of Attachment tab
3. Nothing happens, just with the cursor wheel spins for a few seconds.
