Unable to Use Special Characters in Oracle Retail Central Office Application (Doc ID 1994873.1)

Symptoms

Unable to use special characters in the search criteria for searching the employees on ORCO application.

Steps To Recreate:
1. UPDATE PA_EM SET FN_EM='ßòóôabcõ', LN_EM='ßøùúûüýþÿ' where ID_LOGIN='deep'; (Example. Same can be done from ORCO User Interface UI).
2. Login to Central Office >> Admin >> Users.
3. Enter First name = 'ßòóôabcõ' and Last name ='ßøùúûüýþÿ', After clicking on search found message as "There were no results matching the specific criteria".
