Goal
We have a milter that deletes certain headers from incoming messages. When that milter is enabled by itself (i.e. it is the only destinationspamfilter defined on the channel), it works fine. When it's enabled alongside other destinationspamfilters, ADDHEADER messages are honored, but CHGHEADER messages are ignored.
