Solution History Versions Not Accessible from Solution History Panel After Moved to Tab (Doc ID 1995172.1)

Symptoms

When viewing a solution the Solution History panel at the bottom of the page displays all historical versions of that particular solution.
Clicking on any individual version in the Solution History panel should navigate to that version. When moving the Solution History Panel into tabs, the versions are displayed but no longer navigate when clicked.
Clicking on any version redirects to the same page.

When moving the Solution History Panel into tabs, clicking on a version should display that version.

The issue can be reproduced at will with the following steps:
1. Open a solution for editing which has multiple past versions.
2. Move the Solution History panel into tabs.
3. Try to view a previous version of the solution by clicking a version from the Solution History tab.

The issue has the following business impact:
Due to this issue, users cannot use the Solution History tab to view past versions.
