ASCP Is Suggesting Planned Orders In Some Time Buckets When There Is No Demand (Doc ID 1995474.1)

Symptoms

On a VCP 12.1.2 Instance:

When reviewing the Planners workbench,
noticed that ASCP is suggesting planned orders in some time buckets when there is no Demand.

In the output of an unconstrained plan, can see some unwanted planned orders. There is no Demand in that bucket.  However, it is still generating planned orders.
The issue was found in the Horizontal plan.  Have noticed a forecast which is getting satisfied with Purchase order supply.  However, with the same quantity of forecast, a planned order is still generated.
