Popups triggered by OPPM in Internet Explorer cannot be expanded

On OPPM 9.1.1

When trying to expand a window within a workflow signoff or other elements of OPPM, this is not expandable and users must get around that by using the mouse or keyboard instead of having easy-access to it.

The window should expand correctly when dragging it by the corner mark
