NAR File Not Getting Created For Bad Record In Case Of User Identity Does Not Exist (Doc ID 1996072.1)

Goal

On : 6.0.0.2.0 version,

Followed the following steps.

1) Passed a cdr for having all valid fields but User Identity was not present in ECE Cache.
2) In OCECE DC node it showed in log the UserIdentity doesn't exist in ECE Cache.
3) However, no NAR file got created in suspense directory ;
(Checked in scratch directory, output directory as well . no file is present there, neither has it been picked by the RatedEventFromatter)
4) If we pass any other cdr of error scenario (say Placing of CDR when service validity hasn't started ; we are getting Nar file in suspense directory of ECE_DC node )
But in particular UserIdentity not present scenario ; no such file gets created.

ECE_DC log:

UserIdentity:044776171923088 does not exist in the IdentityRepository. | Debug : please verify that UserIdentities hve been loaded into the  IdentityRepository.;
oracle.communication.brm.charging.messages.framework.UserNotFoundException: MessagesframeworkMessagesBundle-7001: Cannot create envelope because the UserIdentity:044776171923088 does not exist in the IdentityRepository. | Debug : please verify that UserIdentities have been loaded into the  IdentityRepository.

Note : 

Recently installed ECE PS5  on this environment. Previously we had ECE PS4 ; and at that time NAR file the UserIdentity missing scenario was getting generated.

 What is the reason for this issue?
