Failed Payment During One Time Payment Does Not Create /item/payment Items Or /event/billing/payment/failed Events (Doc ID 1996098.1)

Goal

On BRM 7.5.0.10.0, Payments

Failed payment during one time payment does not create /item/payment item and /event/billing/payment/failed events. However, it is observed that the failed payments happening through pin_collect (batch payment) does create /item/payment item and related events. The user is using credit card pay type and the requirement is to get items created for hard-decline or soft-decline credit card payment failures.

This in-consistent behavior is impacting other systems which are depending on the consistency of /item/payment and related events creation.

Why does the system behaves in inconsistent manner incase of failed payments happening through one time payment with the one done through batch payment?
