Unable to Add Employees to Central Office: "Unexpected Exception" Error Occurs

When attempting to add an employee in Oracle Retail Central Office (ORCO) 13.4.x, an 'unexpected exception' error is displayed. The following error is captured in the log:
Steps to Reproduce:
- Log in to ORCO.
- Click Admin -> Users -> Add.
- Observe that UI displays a message saying 'An unexpected exception occurred'. The error above is observed in the log.
