HDR: CDA Document.languageCode Ja-JP Rejected

When persisting a CDA document using ITI-41 with import mode and with document languageCode="ja-JP", the following exception is encountered:
> Cause: Concept Code was not found for provided Code System.
> Attribute: LanguageCode
> Concept Code: ja-JP
> OID: 2.16.840.1.113883.6.84
> Code System Name: CODE_SYSTEM_NAME
> Code System Version:ISO 639-1:2002
According to HL7 specs, for Act.languageCode, it should be against the language codeSystem 2.16.840.1.113883.6.121, not 2.16.840.1.113883.6.84.
2.16.840.1.113883.6.121 refers to RFC 3066 and ja-JP is valid under RFC 3066.
In Japan, the languageCode commonly used is ja-JP so it should be supported in CDA languageCode.
