Question on DST End Date with UTC Offset

On : 22.214.171.124.0 version, Pipeline Manager
A client on BRM 7.4 PS13 in Central Time Zone, during DST, UTC Offset is -500 and After DST UTC Offset is -600.
In 2014, DST End was at 2nd Nov, 2014 02:00, there was a record with Call Start time 2nd Nov, 2014 00:55 hours with UTC Offset -500, but when the call was rated, Start_t was coming as 1st Nov, 2014 23:55 hours instead of 2nd Nov, 2014 00:55 hours.
How pipeline should calculate Call start and End time?
