Multiple Reratings Caused Non-currency Resources Granted Multiple Times (Doc ID 1997418.1)

Symptoms

BRM Version 7.5 PS6

Steps to reproduce:
1. On Feb 22, create a subscriber on bill cycle 23 with the "Test Plan" plan and the "Test Deal" add-on deal granting $50 of the non-currency data resource "1002500" (Ex:Free data cap resource1)
2. On Feb 23, run billing
3. On Feb 24, purchase the "Data - 1GB" add-on deal granting the prorated amount of 987.4286 MB on the non-currency data resource "1002021" (Ex:Free data resource2)
4. On Feb 24, perform some data usage depleting the non-curency data resource 1002021 and reaching the $50 Data Cap
5. On Feb 25, cancel the "Data - 1GB" add-on deal
6. On Feb 25, purchase the "Data - 3GB" add-on deal granting the prorated amount of 2852.5713 MB on the non-currency data resource 1002021
7. On Feb 25, perform some data usage depleting the non-currency data resource 1002021
8. On Feb 25, run rerating
9. On Mar 8,  cancel the "Data - 3GB" add-on deal
10. On Mar 8, purchase the "Data - 1GB" add-on deal granting the prorated amount of 548.5714 MB on the non-currency data resource 1002021
11. On Mar 8, perform some data usage depleting the non-currency data resource 1002021
12. On Mar 8, run rerating
13. On Mar 9, perform some data usage

Expected behavior:
- After rerating at step 12, the rerated data usage should be capped at $50 on the non-currency data resource 1002500.
- At step 13, the subscriber should not be able to perform data usage as the non-currency data resource 1002021 is depleted and the $50 Data Cap is reached.

Observed behavior:
- After rerating at step 12, the rerated data usage did was not charged on the non-currency data 1002500 exceeding the $50 cap.
- At step 13, the subscriber was able to perform some data usage.
