On : 12.2.3 version, Memory Based Planner - in PROD

Users upgraded fom 11i to R12.2.3 last weekend. This plan completed 3 days after go live, but since last night it has been failing consistently. Users are on 12.2.3 and are using 64 bit Linux MBP - MSONWL64.ppc 120.15.12020000.8.1202030.16 from one off patch 20263035:R12.MSC.C - They're using 32 bit snapshot

When attempting to run the 14 org unconstrained ASCP plan, it fails in MSONWL64 module: Memory Based Planner 64-bit Linux with the following:

.....Calc Bis Summary 0:00
.....Calc Bis Summary 0:00
Fatal Error: Hask Key OverFlow : Serno1 131465 Serno2 131317 Serno3 134182
Total memory usage: 12804983

Research: Only bug with this error and Serno is Bug 13889478 - MSONWS64 MBP 64 BIT SUN FAILS FATAL ERROR: HASK KEY OVERFLOW - issue was in mslhsk.ppc:mslhsk3_hash_key - 11.5.10 patch mslcex.ppc

searched 13889478 - found Bug 13974130 - FP 11510-122:MSONWS64 MBP 64 BIT SUN FAILS FATAL ERROR: HASK KEY OVERFLOW - has base bug 13889478 - Fixed file shows mslcex.ppc 120.191.12020000.9 which is higher than customer. Customer has mslcex.ppc 120.191.12020000.5 per apscheck, but is using 64 bit Linux MBP as noted above and they have one off already as noted above

The issue can be reproduced at will with the following steps:
1. Run ASCP plan
2. Plan fails as noted several times in a row now
