On : 12.2.4 version, Installation

ACTUAL BEHAVIOR
Component planned orders not created for manual demand

Entered manual demand for SUBASSY_11, which has 3 components,  on 1-May, qty: 10000.

Launched the plan without refreshing snapshot, then RP only creates
planned order of SUBASSY_11. Since SUBASSY_11 and its components don't have
any supplies(i.e. on-hand, PO, WIP), RP should create component planned orders.
 

EXPECTED BEHAVIOR
RP should create component planned orders.

STEPS
The issue can be reproduced at will with the following steps:
1. Navigate to Responsibility > Supply Chain Simulation Planner.
2. Create Manual Demand
3. Run plan without Refresh snapshot.
