Cannot Change Primary Supplier of an Item After Supplier Has Been Inactivated

On the Oracle Retail Merchandising System (RMS) Item Supplier screen, if the primary supplier for an item is currently inactive, the interface does not allow the user to change primary supplier to another active supplier.
Steps to Reproduce:
- Create an item with multiple suppliers.
- Change the primary supplier to 'inactive' from the Supplier Maintenance screen.
- Go to the Item Supplier page for the item and change the primary supplier from the inactive supplier to an active supplier.
- The screen displays the error: "Primary Supplier already exists for this item. User does not have access to the Primary Supplier".
