The application allows circuits and its order history to be deleted through Network System Design prior to the design task. The behavior was noticed when a user had a disconnect order entered on two facilites of a SONET System. The user navigated into the Network System Design prior to the design task, noticed the red dotted lines and saved the pending changes. The application displayed a message regarding circuits having equipment assignments and continuing would remove them. Clicking yes deleted the circuit out of the system entirely.

NOTE: This occurs during a brief window of opportunity when the circuit is in a "Pending Disconnect" status. The opportunity closes once the status is "In Progress" or "Record Issued".
