ReconfigGlobalDomainPartitions Fails with HierarchyException When a New Subclass Is Not in the Reconfig Input Xml File

When attempting to add/move a partition position to an existing or new local domain, the following error occurs:
Steps to Reproduce:
- Create a data file prod.dat that adds two partition positions. Place it in the $DOMAIN/input folder.
- Place the reconfigGlobalDomainPartitions input file reconfigpartdim.xml in the $DOMAIN/interface folder, specifying only one of the new partition positions.
- Run the reconfigGlobalDomainPartitions using -add or -input.
- Notice that it fails with exception advising users that they need to run reconfigGlobalDomainPartitions to add new partition positions.
