System Not Operable After Patch Installation And Change to MAL File Path Generation (Doc ID 2000120.1)

Goal

After installing several patches, orders in MWM will not dispatch and the schedulers continuously crash.  SMAuto logs show:

Qn1: The environment was fully functional prior to the patches.  Why is access to the MAL file now corrupt?

Qn2:The initialSetup logs show no errors or other problems. In the future, how can it be determined that InitialSetup was at fault? What is the proper practice to be sure it was successful if the logs don't indicate the failure as in this case? Should spl.properties be verified every time InitialSetup is run as a matter of procedure?
