Symptoms

Ability to restrict the ship the transfer option from the FM_TSF is missing.

Steps to Reproduce:

  1. Observe that there is no entry for SHIP option in SEC_FORM_ACTION table.
  2. Log in to multiple instances using different user IDs.
  3. Open a transfer in Edit mode.
  4. Observe that the SHIP option is available at all times to the user in all instances.
