ACP Imported Global Searches Do Not Appear in Web Client/Java Client (Doc ID 2000836.1)

Symptoms

Actual Behavior
Agile Config Propagation (ACP) Imported global searches do not appear in Web Client/Java Client

Case1:
The following error is shown in ACP import log

Error
Error Context:
Unable to create the "<subclass name>" Search object.
Error Cause:
Node xxxxx does not exist in the cache. It may have been deleted already. (MSGID = 20052)

Case2:
The global search is imported successfully, but the imported search is not visible in Java Client and Web Client.

Expected Behavior
ACP imported global search to be propagated correctly.

Steps
The issue can be reproduced at will with the following steps:
1. On the source instance, export global searches that the search object is user-defined subclass.
2. Run ACP Import to import the ACP exported agl file to the target instance
3. Check import.log/import.err. Some of the searches fails with error, but some of the searches succeeded
4. Login to Web Client as admin user. Check the searches under Global Searches.
See the searches those were supposed to be ACP imported are missing.
