Notification Mail Title URGENT Not Translated In Japanese Environment (Doc ID 2001587.1)

Symptoms

Actual Behavior
When sending notification as urgent on workflow status change, the notification mail is sent with mail title "URGENT" even when the user language is set as Japanese

Expected Behavior
Mail title "URGENT" should be translated to Japanese Language when the user language is set as Japanese

What is Working
"URGENT" is translated correctly in Japanese on 9.2.1.4.

Steps
The issue can be reproduced at will with the following steps:
1. Login to Web Client with user whose preference language is set to Japanese
2. Create a Change Order
3. Progress the Workflow by clicking "Next Status"
4. Set the 'To:' field with Japanese user and check "Send notification as urgent"
5. The user on 4. will recieve 2 mails with title "URGENT" which is not translated to Japanese
