Multibyte Characters in File Name Gets Corrupted When Downloading File On Internet Explorer 11 (IE11) (Doc ID 2002152.1)

Symptoms

Actual Behavior
When downloading attachment file with file name with multibyte characters through Internet Explorer 11(IE11), the file name is corrupted. This issue occurs even after applying Patch:20328120 (HF 9.3.3.0.170).

Expected Behavior
When downloading attachment file with file name with multibyte characters with IE11, the file name will not be corrupted.

Steps
1. Login to Web Client as admin user with IE 11
2. Go to attachment tab of item, and add a file with multibyte characters (i.e: Japanese) in the file name.
3. Select row of attachment file with file name with multibyte characters
4. Press Get button
5. Check the downloaded file name. See the multibyte characters are corrupted.
