Not Able To Convert From XML To FLIST

Goal
The user is storing invoice object in XML and wants to convert it from XML to FLIST .
There is pin_flist_to_xml but no pin_xml_to_flist in Oracle BRM 7.4 Documentation, even though this function API (pin_xml_to_flist) is available in the pcm.h.
Can users use this API pin_xml_to_flist? Why it is not available in C and what is the product roadmap?
