Unable To Create a Warehouse in Asynchronous Mode Without RPM in the Solution Blueprint

Information in this document applies to any platform.
The process that creates a warehouse (WH) in asynchronous mode is making reference to RPM tables (RPM_SYSTEM_OPTIONS) in order to create the WH.
Thus the process fails with 'Invalid Location' error and the warehouse record remains in WH_ADD table.
Steps to Reproduce:
Without having RPM installed:
1.Navigate > Action> Double Click on Organization Hierarchy.
2.Select the Warehouse option and Click on "New" button option.
It should open the "WH Maintenance" form displaying below details :
Provide all the necessary information for the below details.
1. WH Field - Display Field.
2. Secondary Name Field - Display Field.
3. Currency Code Field - Display Field.
4. Reporting Level (Optional) Field - Drop Down.
5. Primary VWH Field - Editable, Where a user can select the Values from LOV too.
6. Email ID Field - Editable
7. Break Pack WH Field - CheckBox
8. Redistribution WH Field - CheckBox.
9. Delivery Policy - Drop Down box.
10.DUNS Number /DUNS Location - Text/Display field respectively.
11. Inbound Handling Days - Text Field.
With "OK", "OK+Repeat" , "Address" , "Delete" and "Cancel" button Enabled in the form and "Zoning Locs" button disabled.(enables once the fields are populated)
3.Click on Zoning locs and enter the Cost Location
Cost Location is entered. Click OK Button.
4.Now click on the "Address" button .
Address Maintenance screen should open allowing the user to enter the address information.
Enter the address which is a COUNTRY location .
It should allow the user to enter the address - COUNTRY and after clicking "OK" the control should return back to "Warehouse Maintenance" form.
5.From the Options menu click on Virtual warehouse.
User must enter the Necessary details for the Virtual Warehouse Check the Customer Order Location checkbox if you want to make this location as Customer Order Location .
Click the OK Button .User must go the Warehouse maintenance form screen.
6.Click the OK Button on the WH Maintenance screen. Also click ok on the pop up message.
On the Click of Ok button a pop up message stating the below message would pop up."The Warehouse Pricing Records will be created in the background. Processing Results will be available in the Asynchronous Job Log form".
7.Open the test environment in database viewing tool like SQL Developer, TOAD, etc. Execute the query SELECT * FROM WH_ADD WHERE WH = ; You will find that the newly created WH is still existing in WH_ADD table.
8.Navigate > Control> System > Double click on Asynchronous Job Log In the Search field, key in the Job id retrieved from the above step and verify whether the Status of this job is completed successfully. In our case, the job has an error.
