"Internal Error: Report Server Access Error. Contact System Administrator" When Attempting to Publish a BI Publisher Report in Unifier (Doc ID 2004440.1)

Symptoms

When attempting to publish a custom report, the following error occurs:

ERROR
-----------------------
Internal error: Report server access error. Contact System Administrator.

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Go to Configuration>Custom Reports.
2. Attempt to publish report.

BUSINESS IMPACT
-----------------------
Due to this issue, users cannot publish custom reports, run the reports and analyze the report data.
