Blank Casebook Report From RDC UI Fails with RS_FAILURE (Doc ID 2004978.1)

Symptoms

When running the Blank Casebook Report for a large study (800+ CRFs) in the RDC UI, the report fails with RS_FAILURE; however the report runs fine from the command line.

Additionally, when reviewing the J Log file, the report appears to simply stop midway through with the following:
