On : 12.1.3 version, Constrained planning in Test

ASCP is scheduling planned orders for items that are no longer active . Users have two components inside a BOM one (Phantom item A) of them has an end effectivity date of 27 apr 2015 and the other one (Phantom item B) has start date of 28 apr 2015 and no end date.  When they perform the data collection on ASCP instance everything looks fine, but when run the Classic Constrained plan, ASCP generates double supply, one for the Phantom item A and other for the Phantom item B.

Users expected see just one supply, not both.

1. Create an item with a phantom component that will have an end effectivity and a new phantom item effective the following day
2. Create a bom for the phantom component.
3. Run data collections and the ASCP  plan.
4. Release a planned order for the parent item in the ASCP planners workbench.
