Issue With SMS MO Message Having Long Chinese Text

Symptoms
Sending SMS MO message with long Chinese text is not working.
TCPDump shows 2 deliver_sm from SMSC. First one is responded by OCSG with "ok". Second one is replied with "ESME receiver permanent app error code".
Following error messages are found in default.log:
