In RateManager, Programs Cannot Be Seen in the Program Explorer

After a period of server inactivity (typically over night) the first request to RateManager, no details in the right pane can be seen when navigating through RateManager and Program Explorer does not show the programs.  Close out of RateManager and log back in, then the detail/programs screen begins to load properly.
