Symptoms

Usage Rule Portal allows changes even when inquire only

The Usage Rule Portal allows users to make changes to Usage Rules even when the User Group only has inquire access mode. Please see attached document for additional details. Installed_fixes.txt is attached as well.

This occurs only for rules that use the D2-MATH business object
