Alternate Resource Duration is incorrect for existing OPM Batches

Symptoms

On : 12.1.3.8 version, Data Collections from EBS products (717, 590 and 951) to Planning Data Store

ACTUAL BEHAVIOR

The duration of the alternate resource relative to the lot multiple is incorrect for existing OPM Batches. The primary resource duration is correct. It appears that for the alternates the duration is not multiplied by the process quantity from the route OR the throughput is not multiplied by the run time factor

EXPECTED BEHAVIOR
-----------------------

With a primary resource with a throughput of 100 per 10 hours and a lot multiple of 10000 the duration is seen as (10000/100)*10 = 1000 which is correct. The alternate resource has a run time factor of 2.3 and so the expectation would be that this duration would be 2300 whereas it is actually seen as 23

STEPS
-----------------------
The issue can be reproduced at will with the following steps:
1. Set up in OPM so that there is a route with an alternate resource with a run time factor other than 1
2. Create an OPM Batch
3. Collect into ASCP
4. Snapshot into PS
5. View the route linked to the Work Order and see the issue with duration against the alternate resource.

BUSINESS IMPACT

The issue has the following business impact:
Due to this issue, if offloading is allowed Works Orders are incorrectly offloaded as the duration of the alternate is so much shorter and the resulting throughput is also incorrect
